Systems Analyst - MNIS - DIRECT LABOR
The Multi-National Information Sharing (MNIS) Systems Analyst is responsible for supporting the Program Manager and Administrative Program Manager in Theater Command, Control, Communications and Computer (C4) Support Center (TCSC) services defined below. The Systems Analyst develops and implements projects and serves as the single point of contact for their assigned systems and areas of operation. The Systems Analyst interfaces with all people and organizations involved in systems operation and project management including government program and project sponsors, contracting officers, planning and budgeting staffs, end users, computer services, and client services. The Systems Analyst develops, monitors and reports on work planning, implementation and operation schedules, quality standards, and resource and budget estimates; and coordinates projects and operations among government, military, contractor, vendor, partner nation, and user constituencies; and provides technical advice, recommendations and support to TCSC leadership.
Responsibilities: Provide MNIS Program and Plans support for the US Southern Command (USSOUTHCOM) Headquarters J6 Office in Miami, FL. The MNIS Systems Analyst works the coordination and integration of numerous activities and functions into efficient and effective plans in support of the USSOUTHCOM mission. The tasks shall include maintaining close liaison with the government (SCJ6) staff, the Military Group (MILGP) Commanders, and their Host Nation counterparts. Support the government by participating in classified meetings and conferences, coordinating and preparing plans and annexes for on-going or near term contingency operations, analyzing current USSOUTHCOM operations, anticipating future requirements in light of force structure and other operational changes, developing and presenting recommendations to USSOUTHCOM senior leadership, conducting special projects, writing reports, preparing studies, assisting in arranging and coordinating VIP itineraries, coordinating and arranging meetings with VIPs, resolving procedural and operational problems, and responding to and tracking a wide variety of actions and tasks. Advise the SCJ6 on C4 security assistance initiatives. Host DoD C4 related visits and coordinate site access to partner nation facilities. Coordinate the reception, nationalization, inventory, distribution, and onward movement of all DOD donated C4 equipment. Be knowledgeable of, sensitive to, and adept at the appropriate protocols when coordinating mission requirements with partner nations, and the US Ambassador and the Embassy Staff. Education and Experience: This position requires a minimum Bachelors Degree in Computer Science or related discipline, or equivalent of 5-8 years work experience and/or technical training directly related to Communications and Information Technology Management.
Qualifications: Required: Top Secret with SCI access.
