The Office of Data and Accountability (ODA) is focused on providing high quality data, information and analysis to enable the sweeping reforms currently underway at the District of Columbia Public Schools.
ODA serves as the analytic hub for the district by providing data to support policy and implementation goals from the central office to the classroom. In addition, ODA assists in the development and dissemination of all achievement related data, directs research and evaluation projects, oversees data system functions in DCPS, and manages summative and formative assessment activities.
The guiding principle of ODA is to support decision-making both within and outside DCPS with accurate and relevant information about how our students and the district as a whole are performing. ODA supplies the DCPS central office and schools with streamlined data systems that generate high-quality, results-focused information, and provide supports to transform data into actionable information. ODA is divided into four departments that manage a varied portfolio of projects. ODA's major lines of work by department are as follows: Assessment & Accountability: * Conducting and facilitating analysis, research and program evaluation to support decision-making at the classroom, school, district and city levels * Managing and supporting the administration and reporting of assessments and surveys Continuous Improvement: * Assessing and building schools' capacity to understand and use data * Developing systems and processes that enable a culture of continuous improvement and accountability Data Systems * Managing the design, development, implementation and operation of select district information systems Strategic Alignment & Performance Management: * Monitoring ODA's performance against internal and external commitments * Developing processes to ensure alignment across ODA and other DCPS central office departments Data Analysts are responsible for supporting the strategic use of data and analytics to drive instructional and management decisions throughout DCPS. Specifically, the incumbent will assemble, clean, manage and analyze large student-level datasets for accountability, research, evaluation and performance management projects. Analysts are also responsible for defining, calculating and providing access to key school performance metrics. Bachelor's degreeQualifications
Bachelor's degree and 1-3 years work experience required. Undergraduate major with significant quantitative focus, such as social science, education, public policy, applied mathematics, statistics or related fields. Master's degree preferred. Previous exposure to or experience in the education sector a plus. At least one year of experience in programming Stata or SAS, which may include data management, cleaning, analysis and report writing. Advanced Excel fluency, including ability to quickly merge and summarize data. Excellent quantitative thinking, including the ability to examine available data, apply decision rules and analytical methods, produce descriptive and inferential statistics and prepare meaningful reports based on analyses that enable programmatic next steps and actions. Comfort with or interest in research design, program evaluation and statistical estimation. Demonstrated commitment to using data analysis to inform decision-making, applying skills to communicate complex, technical information to a variety of non-technical audiences. Familiarity with No Child Left Behind and interest in fulfilling compliance requirements through data analysis. Strong attention to detail and accuracy of information, including the ability to organize large amounts of data and track multiple projects simultaneously, setting priorities for analysis and use in consultation with numerous stakeholders. * Locates, transforms and combines available source data for key analyses, evaluating its fitness of use for various analytic purposes * Troubleshoots anomalies in data, identifying methodological complications for analysis and provides recommendations for resolution * Conceptualizes, formats and automates the creation of student- and school-level data reports for school audiences, including principals and school leadership teams * Catalogues and provides access to all student data for accountability purposes, including student achievement information, and serves as metric owner for all student achievement related data available to schools via performance dashboards and reports * Documents business rules and technical requirements for priority analyses and makes recommendations for improvement * Writes and presents key findings from analysis, drafting reports and presentations for a variety of audiences including executives, program teams and technical colleagues * Contributes to ad hoc research and evaluation projects, applying statistical techniques as appropriate * Supports and carries out the Chancellor's mission to transform DC Public Schools and close the achievement gap * Performs other related duties as assigned Notice of Criminal Background accordance with the Criminal Background Checks for the Protection of Children Act of 2004, this position has been designated and identified as one which requires a criminal background check and/or traffic record check.
